RULES OF EVIDENCE TO BE AS IN COURTS OF RECORD (§ 12.1-30)

The Commission, on hearing of all complaints, proceedings, contests or
controversies, in which it shall be called upon to decide or render judgment in
its capacity as a court of record, shall observe and administer the common and
statute law rules of evidence as observed and administered by the courts of the
Commonwealth.
