HOW APPEALS GRANTED AND HEARD (§ 15.2-3605)

An appeal may be granted by the Supreme Court or any justice thereof. Court
costs shall be awarded as the Supreme Court determines. The costs in the Supreme
Court shall be awarded to the party substantially prevailing.
