DETERMINATION OF CITY STATUS (§ 15.2-4004)

If the special court determines that the city no longer qualifies for city
status, it shall enter an order changing the city to a town. The court shall
have authority to impose such terms and conditions as it deems appropriate to
ensure an orderly transition from city status to town status.
