CODE OF VIRGINIA EMPLOYMENT OF SPECIAL COUNSEL TO PROSECUTE PERSONS ILLEGALLY PRACTICING LAW (§ 2.2-512) Notwithstanding any other provision of law, the Attorney General may expend funds appropriated to his office for the purpose of employing special counsel to investigate and prosecute a complaint that any person is engaged in the practice of law without being duly authorized or licensed so to do or is practicing law in violation of law. The compensation of the special counsel shall be paid out of the appropriation for the Attorney General’s office. No special counsel shall be employed and paid except upon the request of the Executive Committee of the Virginia State Bar.
