CODE OF VIRGINIA (EFFECTIVE OCTOBER 1, 2016) ADMISSION TO INSTITUTIONS NOT GUARANTEED; COVERAGE LIMITATIONS (§ 23.1-711) Nothing in this chapter or in any prepaid tuition contract or savings trust agreement entered into pursuant to this chapter shall be construed as a promise or guarantee: 1. By the board or the Commonwealth of any admission to, continued enrollment at, or graduation from any public institution of higher education; 2. That the beneficiary’s cost of tuition at an institution of higher education other than a public institution of higher education will be covered in full by the proceeds of the beneficiary’s tuition credits; or 3.
