EXHIBITION OF LICENSE; DISPLAY TO OFFICERS; PENALTY (§ 28.2-231)

Any person engaged in fishing shall have the required license available for
inspection and shall present such license when requested by an officer. Failure
to present the license upon request of any officer is a Class 1 misdemeanor and
prima facie evidence that the person is fishing without a license.
