CODE OF VIRGINIA UNLAWFUL TO KILL MALE DEER UNLESS ANTLERS VISIBLE ABOVE HAIR (§ 29.1-522) Unless the Board declares otherwise by regulation, it shall be unlawful to kill male deer in any county or city of the Commonwealth unless the deer has antlers visible above the hair.
