CODE OF VIRGINIA POWERS GRANTED ARE IN ADDITION TO ALL OTHER POWERS (§ 33.2-1926) The powers conferred by this chapter on counties and cities are in addition and supplemental to the powers conferred by any other law, and may be exercised by resolution or ordinance of the governing bodies thereof, as required by law, without regard to the terms, conditions, requirements, restrictions, or other provisions contained in any other law, general or special, or in any charter.
