AUTHORITY FOR LOCALITIES TO CREATE CONSERVATION OR REDEVELOPMENT AREAS (§
36-52.1)

A locality has no authority to create conservation or redevelopment areas,
except through a redevelopment and housing authority and only in accordance with
this chapter.
