ADDITIONAL LICENSING REQUIREMENTS FOR MUTUAL INSURERS (§ 38.2-1029)

No mutual insurer shall be licensed to transact the business of insurance in
this Commonwealth unless it has a surplus of at least $ 1,600,000.
