SUBSCRIBER TO HAVE FREE CHOICE OF PARTICIPATING PROVIDERS AVAILABLE (§
38.2-4411)

A legal services organization shall organize and operate a plan in a manner that
assures that any subscriber to the plan shall have free choice of the
participating providers available and participating in the plan.
