SUBSCRIBER TO HAVE FREE CHOICE OF PRACTITIONERS AVAILABLE (§ 38.2-4513)

A plan shall be organized and operated to assure that any subscriber shall have
free choice of any participating dentist or optometrist who agrees to accept the
subscriber as a patient for services provided by the plan.
