OPERATION UNDER FOREIGN DEALER’S LICENSE (§ 46.2-1556)

It shall be unlawful, except as provided for by reciprocal agreement, for any
person to operate a motor vehicle or for the owner thereof to permit a motor
vehicle to be operated in the Commonwealth on a foreign dealer’s license,
unless the operation of the motor vehicle on the license is specifically
authorized by the Commissioner.
