46.2-1510 or failure to have as the dealer-operator an individual who holds a valid certificate of qualification;</text><type>section</type><prefixes><section/><section>3</section></prefixes><entire_prefix>3</entire_prefix><prefix_anchor>3</prefix_anchor><level>2</level></section><section id="2484131" prefix="4"><text/><type>section</type><prefixes><section/><section>4</section></prefixes><entire_prefix>4</entire_prefix><prefix_anchor>4</prefix_anchor><level>2</level></section><section id="2484132" prefix="5"><text> Employment of fraudulent devices, methods or practices in connection with compliance with the requirements under the statutes of the Commonwealth with respect to the retaking of vehicles under retail installment contracts and the redemption and resale of those vehicles;</text><type>section</type><prefixes><section/><section>5</section></prefixes><entire_prefix>5</entire_prefix><prefix_anchor>5</prefix_anchor><level>2</level></section><section id="2484133" prefix="6"><text> Having used deceptive acts or practices;</text><type>section</type><prefixes><section/><section>6</section></prefixes><entire_prefix>6</entire_prefix><prefix_anchor>6</prefix_anchor><level>2</level></section><section id="2484134" prefix="7"><text> Knowingly advertising by any means any assertion, representation, or statement of fact which is untrue, misleading, or deceptive in any particular relating to the conduct of the business licensed or registered or for which a license or registration is sought;</text><type>section</type><prefixes><section/><section>7</section></prefixes><entire_prefix>7</entire_prefix><prefix_anchor>7</prefix_anchor><level>2</level></section><section id="2484135" prefix="8"><text> Having been convicted of any fraudulent act in connection with the business of selling vehicles or any consumer-related fraud;</text><type>section</type><prefixes><section/><section>8</section></prefixes><entire_prefix>8</entire_prefix><prefix_anchor>8</prefix_anchor><level>2</level></section><section id="2484136" prefix="9"><text> Having been convicted of any criminal act involving the business of selling vehicles;</text><type>section</type><prefixes><section/><section>9</section></prefixes><entire_prefix>9</entire_prefix><prefix_anchor>9</prefix_anchor><level>2</level></section><section id="2484137" prefix="10"><text> Willfully retaining in his possession title to a motor vehicle that has not been completely and legally assigned to him;</text><type>section</type><prefixes><section/><section>10</section></prefixes><entire_prefix>10</entire_prefix><prefix_anchor>10</prefix_anchor><level>2</level></section><section id="2484138" prefix="11"><text> Failure to comply with any provision of Chapter 4.1 (&#xA7; 36-85.2 et seq.) of Title 36 or any regulation promulgated pursuant to that chapter;</text><type>section</type><prefixes><section/><section>11</section></prefixes><entire_prefix>11</entire_prefix><prefix_anchor>11</prefix_anchor><level>2</level></section><section id="2484139" prefix="12"><text/><type>section</type><prefixes><section/><section>12</section></prefixes><entire_prefix>12</entire_prefix><prefix_anchor>12</prefix_anchor><level>2</level></section><section id="2484140" prefix="13"><text> Having been convicted of a felony;</text><type>section</type><prefixes><section/><section>13</section></prefixes><entire_prefix>13</entire_prefix><prefix_anchor>13</prefix_anchor><level>2</level></section><section id="2484141" prefix="14"><text> Failure to submit to the Department, within thirty days from the date of sale, any application, tax, or fee collected for the Department on behalf of a buyer;</text><type>section</type><prefixes><section/><section>14</section></prefixes><entire_prefix>14</entire_prefix><prefix_anchor>14</prefix_anchor><level>2</level></section><section id="2484142" prefix="15"><text> Having been convicted of larceny of a vehicle or receipt or sale of a stolen vehicle;</text><type>section</type><prefixes><section/><section>15</section></prefixes><entire_prefix>15</entire_prefix><prefix_anchor>15</prefix_anchor><level>2</level></section><section id="2484143" prefix="16"><text> Having been convicted of odometer tampering or any related violation;</text><type>section</type><prefixes><section/><section>16</section></prefixes><entire_prefix>16</entire_prefix><prefix_anchor>16</prefix_anchor><level>2</level></section><section id="2484144" prefix="17"><text> If a salvage dealer, salvage pool, or rebuilder, failing to comply with any provision of Chapter 16 (&#xA7; 46.2-1600 et seq.) of this title or any regulation promulgated by the Commissioner under that chapter;</text><type>section</type><prefixes><section/><section>17</section></prefixes><entire_prefix>17</entire_prefix><prefix_anchor>17</prefix_anchor><level>2</level></section><section id="2484145" prefix="18"><text/><type>section</type><prefixes><section/><section>18</section></prefixes><entire_prefix>18</entire_prefix><prefix_anchor>18</prefix_anchor><level>2</level></section><section id="2484146" prefix="19"><text> Failing or refusing to pay civil penalties imposed by the Board pursuant to &#xA7;
