DETERMINATION FOR ISSUANCE FOR LICENSE, PERMIT, OR CERTIFICATE (§ 46.2-2005.1)

If the Department finds the applicant for a license, permit, or certificate has
met all the requirements of this chapter, it shall issue a license, permit, or
certificate to the applicant, subject to such terms, limitations, and
restrictions as the Department may deem proper.
