CODE OF VIRGINIA NEW LICENSE OR REGISTRATION TO PERSON TO WHOM PROOF SURRENDERED (§ 46.2-462) Whenever any person to whom proof has been surrendered as provided in § 46.2-460 applies for a driver’s license or the registration of a motor vehicle, the application shall be refused unless the applicant reestablishes proof as required by this chapter.
