TEMPORARY PERMITS OR DUPLICATE APPLICATIONS (§ 46.2-650)

The Department may promulgate regulations providing that on application for a
certificate of title and registration of a vehicle, either new or after a
transfer, the vehicle may be operated on the highway under (i) a temporary
permit issued by the Department or (ii) a duplicate application carried in the
vehicle.
