SPECIAL LICENSE PLATES BEARING THE LEGEND: EDUCATION BEGINS AT HOME (§
46.2-749.80)

On receipt of an application therefor, the Commissioner shall issue special
license plates bearing the legend: EDUCATION BEGINS AT HOME.
