BOARDING OR ALIGHTING FROM BUSES (§ 46.2-927)

When actually boarding or alighting from buses, pedestrians shall have the
right-of-way over vehicles, but shall not, in order to board or alight from
buses, step into the highway sooner or remain there longer than is absolutely
necessary.
