RIGHT TO AMEND, REVOKE, ETC., RIGHTS, CERTIFICATES OR FRANCHISES (§ 5.1-151)

The right and power of the General Assembly to amend, alter, revoke or repeal
any and all rights, certificates, or franchises granted pursuant to the
provisions of this chapter is hereby reserved.
