WHEN PERMIT NOT TO BE GRANTED; REGULATIONS (§ 54.1-3442)

No person shall be granted a restricted manufacturing permit as a manufacturer
unless such person is properly equipped as to buildings and equipment to carry
out the functions of a manufacturer with due regard to the protection of the
public health. The Board shall promulgate regulations in order to carry out the
provisions of this section.
