LIMITATION OF POWERS OF BOARD (§ 54.1-904)

Nothing in this chapter shall authorize the Board to decide upon the liability
of a pilot or his apprentice to any person injured by his negligence or
misconduct, or to prevent such person from recovering for any damage occasioned
thereby.
