POWERS OF COMMISSION NOT RESTRICTED; RULES AND REGULATIONS (§ 56-484.3)

Nothing in this article shall restrict or alter the power of the Commission to
change service areas on its own, on petition of any telephone company, or on
petition of any subscriber. The Commission shall promulgate all rules and
regulations necessary to implement the provisions of this chapter.
