This chapter shall apply to all persons in the business of leasing rental motor vehicles from locations in the Commonwealth under an agreement which imposes upon the lessee an obligation to pay for any damages caused to the leased vehicle. The provisions of this chapter apply solely to the collision damage waiver portion of the rental agreement.
