RACING COMMISSION POWERS PRESERVED (§ 59.1-394.4)

Nothing in this article shall be construed to diminish or limit the powers and
responsibilities of the Racing Commission established by Article 1 of this
chapter or to invalidate any action of the Racing Commission previously taken,
including without limitation any regulation promulgated thereby.
