On or before the date of filing a report on a personal representative’s account, the commissioner of accounts shall send a copy of the report and any attachments, excluding the account, by first-class mail to every person who (i) was entitled to request a copy of the account pursuant to \u00a7 64.2-1303 and (ii) submits a written request therefor to the commissioner of accounts.
