AUTHORITY OF SUPERINTENDENTS WITH REGARD TO APPLICATION FOR OPERATOR’S
LICENSES AND EMPLOYMENT CERTIFICATES (§ 66-23)

The superintendents of facilities established by the Department shall have the
authority, commensurate with that of a parent in like cases, to give consent for
those children placed in their respective facilities to (i) application for a
motor vehicle operator’s license and (ii) issuance of an employment
certificate.
