This is Article 1 of the Code of Virginia, titled “Shore Erosion Control.” It is part of Chapter 7 “Shoreline Erosion and Public Beach Preservation”, which is part of Subtitle I “Activities Administered by the Department of Conservation and Recreation”, which is part of Title 10.1 “Conservation”.

It’s comprised of the following 5 sections.
