This is Article 1 of the Code of Virginia, titled “Joint Exercise of Powers.” It is part of Chapter 13 “Joint Actions by Localities”, which is part of Subtitle II “Powers of Local Government”, which is part of Title 15.2 “Counties, Cities and Towns”.

It’s comprised of the following 4 sections.
