This is Chapter 39 of the Code of Virginia, titled “Transition of Counties to Cities.” It is part of Subtitle III “Boundary Adjustments and Changes of Status of Counties, Cities and Towns”, which is part of Title 15.2 “Counties, Cities and Towns”.
