This is Article 2 of the Code of Virginia, titled “Creation of Districts.” It is part of Chapter 4 “Sanitation Districts Law of 1946 -- Nontidal Waters”, which is part of Title 21 “Drainage, Soil Conservation, Sanitation and Public Facilities Districts”.
