§ 23.1-2101 Membership
A. The board shall consist of 15 members appointed by the Governor, of whom at least 11 shall be residents of the Commonwealth.
B. The alumni association of the University may submit to the Governor a list of at least three nominees for each vacancy on the board, whether the vacancy occurs by expiration of a term or otherwise. The Governor may appoint a member from the list of nominees.

This law was first created in 1964. The record of its establishment is cataloged in chapter 50 of that year’s edition of “Acts of Assembly,” the annual state publication listing all changes made to the Code of Virginia in that year. Unfortunately, the 1964 “Acts” aren’t available online. It has been modified 3 times. Those modifications are cataloged by “The Acts of Assembly,” a state publication, by year and chapter.
