This is Article 8 of the Code of Virginia, titled “Fishery Resource Grant Program.” It is part of Chapter 2 “General Provisions”, which is part of Subtitle II “Tidal Fisheries”, which is part of Title 28.2 “Fisheries and Habitat of the Tidal Waters”.

It’s comprised of the following 3 sections.
