This is Article 2 of the Code of Virginia, titled “Enforcement and Penalties.” It is part of Chapter 12 “Submerged Lands”, which is part of Subtitle III “Habitat”, which is part of Title 28.2 “Fisheries and Habitat of the Tidal Waters”.

It’s comprised of the following 4 sections.
