This is Article 4 of the Code of Virginia, titled “Abandonment of Highways for Flooding Secondary Highways in Connection With Municipal Water Supply Projects.” It is part of Chapter 9 “Abandonment and Discontinuance of Highways and Roads”, which is part of Subtitle II “Modes of Transportation: Highways, Bridges, Ferries, Rail, and Public Transportation”, which is part of Title 33.2 “Highways and Other Surface Transportation Systems”.
