For the purposes of Chapter 10 (§ 63.2-1000 et seq.) of this title, the following words shall have the meaning ascribed to them by this section:
A. as used in Article III of the compact means, with reference to this Commonwealth, the Department.
B. as used in subdivision (a) of Article V of the compact means, with reference to this Commonwealth, the Commissioner.
